The Regular Meeting of the Sandwich Public Library District Board of Trustees will be held on Tuesday, October 11, 2016 at 6:30 PM in the Public Meeting Room of the Sandwich Public Library, 925 South Main Street, Sandwich, Illinois.

The Sandwich Park District recently received a grant from TransCanada for the purchase of Lightning Detection Systems to be placed near their parks and other city locations. They also created a policy to outline how the park district will specifically address the safety issues associated with lightning and severe storms. “Lightning kills and heeding the alerts could be a matter of life or death”.
The Sandwich Park District has partnered with other local organizations such as; the City of Sandwich, Sandwich School District #430, the Sandwich Emergency Management Agency, the Sandwich Library and the YMCA (Sandwich Branch). Many of these organizations have also adopted the same Lightning Policy. Some of these organizations have also allowed the park district to install a system on their property which will be maintained and monitored by the park district.
The Sandwich Park District will ACTIVATE all Lightning Detection Systems on SEPTEMBER 6, 2016 AT 10:00AM. The systems will be tested on the first Tuesday of each month at 10:00am.
At this time, there is a horn and strobe at Prairie View School for Milestone Park. Sandwich High School for the school campus and Knights Park. There is one horn (siren) and strobe in each unit. The “Weather Bug” Lightning Detection Systems monitor lightning, set to a 10-mile radius and the overall weather conditions before and during the activity. The systems are individually set to turn on at 8:00am and turn off at 9:00pm. There may be exceptions during late night activities and the units may stay on until 10:00pm, such as during home football games.
Once the system detects LIGHTNING the horn sounds for 15 seconds and the strobe light will be on, then a timer (within each unit) counts down from 30 minutes. If lightning is not detected after 30 minutes an ALL CLEAR horn will sound, three (3) - five (5) second sounds. If lightning is still detected within the 30-minute countdown period, the strobe will stay ON but the horn will not sound.
ALL PARK, OUTDOOR ATHLETIC FIELD USERS AND THOSE OUTDOORS HAVE AN OBLIGATION TO COMPLY WITH OUR POLICY AND THE ALERTS BY IMMEDIATELY vacating the park and outdoor facilities and seek shelter. A building that is grounded is your best shelter. A vehicle will be the next option. This includes coaches, parents, referees/umpires, spectators, guests and all public. It applies equally to organized sports activities as well as casual park and outdoor facility users.
NO PLACE OUTSIDE IS SAFE DURING A THUNDERSTORM. THIS SYSTEM DOES NOT GUARANTEE THAT CONDITIONS ARE SAFE. The Lightning Detection Policy and any Lightning Detection System shall not create any new liability or increase any existing liability of the Park District, or any other partner organizations, or any of its officers, employees, or agents, which exists under any other law, including but not limited to the Local Governmental and Governmental Employees Tort Immunity Act, 745 ILCS 10/1-101 et seq. Nor shall this Policy alter, diminish, restrict, cancel, or waive any defense or immunity of the Park District or any of its officers, employees, or agents, which exists under any other law, including but not limited to the Local Governmental and Governmental Employees Tort Immunity Act, 745 ILCS 10/1-101 et seq.
